Can anyone explain Tooth-To-Tail ratio used as term for Human Resource Mgmt?

In military budgets the term "tooth-to-tail ratio" means the money allocated to combat troops (teeth) versus administration, logistics and other support costs (tail).





In management, the term refers to money allocated to technology in support of business initiatives.





So, in HR Management, the term will mean the money allocated to personnel costs (teeth) as compared to financial resources devoted to technology (tail).
